ZIP-TIE RULES
-If you are zip tied; same rules and practices that apply to being restrained by the police also apply if zip tied by civs.
-Do not zip tie civs in the green zone for any reason.
-Zip tying is illegal and is considered a hostage taking.
-Zip Ties ares to be confiscated as evidence by police during arrests (unless they forget)

General Rules
-Admins have final say in game, if further questions/complaints are required, contact another admin on TeamSpeak.
-Do not use global chat to complain about another player. Report the incident on the forums or speak to an admin on TeamSpeak.

-If you want to disconnect from the server but are in the process of being stunned, restrained, or transported these rules must be followed...
IF you have a bounty: You may not disconnect until you have been actually booked into jail.
IF you do NOT have a bounty: You may not disconnect while inside a police vehicle.
IF you really have to go, do not return within the hour or you will be banned for 1day.

-We encourage all players to use the same nickname every time they play.

New life rule:
-If you're killed by a civ in a rival gang or a police officer, you get a new life. If you die by any other means you are still wanted after your death and do not get a new life.
-You may not report any crime when you are dead or any crime that you saw in a previous life. Once you are dead, you cannot give out any information over game chat or TS. This is called "Ghosting"

-From the time you're restrained to the time you're arrested, LIGHTERS/LOCK PICKS, BOMBS and weapons are PROHIBITED to use. If the police forget to take the weapon out of your inventory or don’t ask you to drop it, you may use it AFTER you have been arrested.
-Once you have been restrained, you must follow the orders of the officers unless they go too far away and you are auto freed. You may not run away, get into vehicles, etc. until you are arrested or all nearby officers are killed.
-Re-spawning while restrained or being stunned, or to avoid capture in any way is cheating and will be punished accordingly
-Getting into/out of vehicles while stunned or restrained is exploiting and will be punished accordingly

-Once you have been stunned or restrained by the police you may not commit suicide by hitting respawn.
-Intentionally running over any other player, cop or civ, is not allowed. Ramming other players' vehicles is not vehicle DM. Civs may not intentionally run over cops and vice verse. If someone is run over by accident the driver must comp the civilian. The victim must be on foot in order for it to be vehicle DM
-REMOVING GUNS FROM ANY CAR OR HIDEOUT THAT YOU DON'T OWN OR LOCK PICK is against the rules. (If a police officer has the right to search a hideout or vehicle, they do not need to use lock picks to search it or remove any weapons/items from it as long as it's within the rules)
-Civs may never rob each other or take each other hostage inside the green zone at civ spawn. However, civs may rob or attempt to capture police anywhere including the green zone
-Hacking, exploiting or glitching will result in a ban

Balancing & Fairness:
The following rules were created to make the game more enjoyable for everyone. Having too many first responders and not enough civilians is not fun for anybody. A good ratio makes the game more enjoyable for everyone, especially the players who enjoy playing as a first responder (Fire fighters & Police):

-The "2 to 1" rule. There must be 2 civilians (Excluding Fire fighters) for every police officer that is online. Joining the police team if this ratio is already met is not allowed. However, you may join civ side if there is less than the required amount of officers. (If there is an uneven amount of civs, the number of cops should be rounded down. For example, if there are 23 civs there should be 11 cops at the most, not 12.)

-There may not be more than 6 civilians in a gang/gang channel and gangs may not work together unless they are teaming up against another civ gang. The gang members must be in a gang channel and may not be in the channel with non-gang members.

Gang Rules
-Gangs should not fight each other unless war has been declared between the gangs. (Gang leaders can only declare a verbal agreement to a gang war. However, there are other ways to start a gang war. If only one leader wants a gang war but the other leader does not, the war must be initiated in another way. See the next rule)
-Neutralizing or capturing another gang's gang area, killing/attempting to kill or stealing from another gang are considered declarations of war.
*That does not give players the right to kill enemy gang members when they are unarmed, unless they are in a gang area
-A gang member can't kill a member of another gang if they are unarmed (unless in a gang area)

-If anyone is in a gang area that you own or a gang area that you are trying to capture, you may kill them (except firefighters)

Death Matching
-Death matching is killing without reason. For example, looking for cops to kill just to kill them, or if a civ kills another civ for no legitimate reason. Civs and cops should only get into firefights for reasons relating to crimes.
-Terrorism is not an excuse for Death matching
-Remember that although sometimes your death may seem like a deathmatch, there may be a legitimate roleplay reason or mistake behind it. ALWAYS talk to the person who killed you before consulting an admin.

Fire Department (Tow/EMT/Firefighter combined)
-The firefighter is a player who’s only goal is to heal the injured, respond to calls of help or tows and to impound illegally parked vehicles
-To play as a firefighter you must be in our TeamSpeak with a working mic.
-Fire fighters must stay in the Fire Department channel

-Fire fighters may not enter gang areas or the hostage area unless called there
-You may not use any fire department vehicle in a crime
-You cannot have a weapon while playing as a fire fighter
-Fire fighters may not be part of a gang, involved with gang activity or bias towards any faction or group

-Fire fighters MAY NOT be taken hostage
-Fire fighters must respond to any call for medical help, even to criminals
-Fire fighters MAY NOT be governor

-If you no longer wish to play a fire fighter you must switch player slots and you must sell any fire department vehicle you have back to the shop
-When driving as a fire fighter, YOU MAY NOT break any traffic laws unless you are going to a call. When going to a call, you must use the light bar to ignore traffic laws just like the cops.

-YOU ARE NOT A COP. DO NOT get involved in chases, do NOT get in the way of cops when they are trying to deal with criminal activity, and do NOT attempt to use your vehicle to cut off fleeing civilians.

-Fire fighters must ask the owner before impounding a legally parked vehicle
-Cars parked illegally (in the middle of the street, blocking a driveway, etc.) may be impounded at any time but the Fire fighter should let the owner of the vehicle know
-The Fire fighter cannot just drive around impounded any legally parked but unattended vehicle
-FD stay clear of criminal activity where it is unsafe, call the police and coordinate with them, shut down roads to the area etc... it is so you can do your job safely.
-Fire fighters pay double the normal amount for their traffic violation tickets
-Fire fighters can only own 1 fire truck at a time
-Fire fighters must put out fires before going to another call

-FD Attempt to role play and coordinate with police, shutting down roads for fires, and such.

ROLE PLAY
-It is illegal for civilians to be inside the police compound walls. Loitering near the station after being asked to leave is also illegal. Both punishable by 1-2 min in jail
-Any civilian who steals a police vehicle may have lethal used against them
-civs may steal police stun weapons. They may only have a stun gun in their gear if they stole the weapon from the police without breaking any rules, if they have no stun ammo in their inventory and if they did not go cop, drop the weapon and switch to civ.
-All civilian armed vehicles are illegal everywhere

-Any civ who is in the water and is stunned by the police must comply with their commands and RP as if they were restrained (If the officer that tased them is killed, you no longer have to RP as restrained)

-Stealing vehicles from others as soon as the vehicle spawns is against the rules
-Speed limits are: 60kph in town and 90kph outside of town.
-Having alcohol in your inventory is illegal while driving. If a civ is found with alcohol
while driving any type of vehicle they may be sent to prison for 2-3 minutes.

-Weapons must be holstered inside the city. If a civ has an unholster’d LICENSED weapon in the city and is not using it
in a crime the cops may take the weapon away and give a 3k fine, jail time is not appropriate.
-Weapons that are unlicensed but not being used in a crime, a 5k fine. Jail is not appropriate

-Civs can be an informant for police and vice versa. That does not give the informant the right to join another TeamSpeak channel. The informant must use a mobile phone or meet his contacts in game. Anything the informant hears in TeamSpeak cannot be told to someone else. The informant must see the act they are reporting or be told about an event that is going to happen through game chat

Paintball Park
-Do not Exploit/Remove the paintball guns from the park
-Civs may not Rob/Stun or kill inside of the paintball park
-Paintball guns may only be shot inside of the actual field, not in the shop or the viewing area surrounding it
-Players must roleplay inside the paintball park. (For example, make teams, have a referee, if you're shot stay out of the match until the next one begins).
-Randomly shooting other players with a paintball gun is not allowed.
-Intentionally firing paintballs over the fences to hit someone or something out of the Paintball Park is not allowed
-Only civs may plaint paintball. Cops may never enter the park and firefighters may only enter if they are called in and must leave as soon as the call is handled
-Any civ who has committed a crime/is wanted may not enter the paintball park

Aircraft
-There is NO no-fly zone. However, if you are hovering over buildings like the bank or cop base, cops may warn you to get you out of the area, and if you don't leave, you may be shot down

-Choppers may only land on helipads and planes on runways (law)
-Civilian aircraft are never permitted land inside city limits (not on a helipad/runway) unless given permission by the police chief.
-If a civ aircraft is permitted to land in city limits or at a special location not marked by a helipad or runway the police may check the pilot for an air license. If the pilot does not have an air license the aircraft must stay grounded until the pilot can show the proper license to police. (Police may disable aircraft, but not destroy it, must have large repair kit in hand)
-If a civ aircraft lands outside of city limits or on a helipad/runway, police may not check the pilot for his air license

-If a person who is wanted for any crime is flying they will be asked to land (even if they are outside of city limits) if they do not land the aircraft may be shot down by police.
-Police may shoot down any armed aircraft at any time. Armed aircraft are ALWAYS illegal for civs to own.

-Pilots may only lift vehicles that they have keys to or have the owners permission
-If a pilot attempts to use the sling as a weapon in any way, the police may use lethal and take that chopper down (a warning should be used first)

Governor/Police Chief

Governor

-The governor may adjust speed zones plus or minus 20 mph
-The governor may make drugs legal to use, but not to sell. Whaling may not be legalized.
-The governor may not legalize prostitution
-The governor may pardon only NON-violent crimes with a bounty of 30k or less. The governor cannot pardon himself or his guards/staff
-The governor may disallow voting or restrict access to the voting terminal. The police must comply (Expect to be shot!)

-The governor may declare a violent criminal or gang as an Enemy Of the State (EOS). However, this may not be set as a law, instead, the police must set it under ORDERS from the governor.
-EOS status, like all other wanted status is reset upon death, and may not be re-targeted without reason

-The governor and his guards must be civilians who are on TeamSpeak using their mics and must be in the governor/guard TS channel

-The governor may only have up to 3 bodyguards
-If the governor has one or more bodyguards, the governor may only possess a semi-automatic handgun. Only the bodyguards may be armed with automatic weapons.
-The governor may not be in a gang or commit any type of crime when in office.

-Cops may not be the governor.
-Fire fighters may not be the governor.

-Threats toward the governor may be considered a violent act
-The governor must sell his limo back to the shop if he is no longer in office
-The governor may only be killed with a legitimate reason. He may not be killed just for being the governor. For example, if the taxes are too high, or their laws are against you and the governor won't comply with your demands, you have the right to kill them

-The Police must enforce any law created by the governor unless that law has been abolished by an admin
-The police cannot take it upon themselves and decide weather or not to enforce the laws made by the governor. If the police break these laws they can be kicked or asked to go civ
-Laws created by the governor must still be enforced regardless of whether or not he/she is still in office. (More realistic, forces more role play)

POLICE CHIEF
-A police chief can be voted or appointed by an admin.
-The police chief's job is to represent the police department and respond to any accusations of police misconduct and to tactically organize the other officers
-Cop1 (the sergeant) always overrides the police chief. (Only if something the police chief does or orders is against rules).


Terrorism/Bombing
-Terrorism is an occasional bomb or coordinated attack. Terrorism IS NOT shooting a cop in the back with a revolver.
-Terrorism is no excuse for death matching, but it can be good role play


-Intentionally crashing an aircraft is not allowed at any time or for any reason

-Terrorists can: attack a manned checkpoint at any time, take over a town (must be announced, they may only kill armed players), transport armed vehicles via ferry, etc. This is still ILLEGAL

-Terrorists cannot: sit at the cop base entrance for no reason and kill cops at random or go around killing unarmed players.

Threat to Life/Bank or Convoy Robbery

A threat to life is:
-Someone who is shooting at you
-Someone who is not looking at you, or driving away from you, is not a threat to your life, In this case, you should attempt to follow the person or stun them.
-If the person/s have a weapon unholster’d not looking at you, you should tell them to drop it first
-Police must follow the: Use of Force Continuum levels listed below. Does not mean you need to work your way up to lethal, steps may be skipped as police may always one one level above the prep.
1) Physical presence --- in many cases, police departments will increase the effectiveness of this level of force by simply increasing the number of officers responding to an incident; therefore, 10 officers responding are more likely to gain peaceful resolution than a single officer

2) Verbal commands

3) Empty-hand submission techniques

4) Intermediate Weapons (e.g. baton, pepper spray, Taser, beanbag rounds, Mace_(spray), etc.)

5) Lethal force.

-Police may use lethal during bank robbery or convoy robbery if the identity of the suspect is confirmed
-Civilians with an unholster’d weapon on gas station/bar/pharmacy property or in the immediate
vicinity of the bank can be arrested without warning.

-If the identity of the bank or convoy robber is confirmed and he is caught he must pay a ticket for the exact amount of money stolen. If a civilian refuses to pay a ticket of the appropriate amount it is considered a SERVER RULE VIOLATION and should be reported to an admin immediately. After the ticket is paid, the civilian should still be arrested and charged with the crime they committed.
-If the police are 100% sure about the identity of the convoy robber and they catch him the civ must give the cops all the money in their inventory and car. Also, if the identity of the convoy is known, the police are allowed to use lethal even if the robber is not endangering anyone's life

Police Rules and Searches
-Cops MUST HAVE A NON LETHAL WEAPON or a weapon that has both stun and lethal ammo. (Admins & Instructors are exempt)
-LETHAL FORCE SHOULD ONLY BE USED IF YOUR LIFE IS IN IMMEDIATE DANGER (however there are occasions where lethal may be used even if your life is not in danger. E.g. a suspect who is wanted for murder may be killed at any time if uncooperative)

-COPS MAY NEVER RANDOM SEARCH. An officer must have probable cause to search. (IE. Searching a civ that was near the bank while the bank was being robbed)
-Places where cops can search a civ: At the scene of a crime, if a civ is found out of their vehicle IN or WITHIN 50m of a drug field, or if a civ is out of their vehicle at a drug sell point. The police may search all occupants of a vehicle that is found to contain a person wanted for a felony.
-Police are not allowed to search civs when, civs are not wanted but have been seen going to or coming from a gang area, or assassination camp.

-Cops may fire upon a vehicle that has attempted to hit them, if taking fire

-Cops must obey traffic laws, unless responding to a call. Police must have their lights and sirens on for legitimate reasons in order to speed.

-If a vehicle is illegally parked or blocking an area they must ask the civ to move it, if the civ does not move the vehicle the police can request that the ESU impound it without compensation to that civ.

-Any vehicle used in a crime must be impounded. Police may never destroy an unarmed civilian vehicle UNLESS the civilian intentionally uses the vehicle to block the VIP, or to ram police vehicles. Simply evading the police, even if a collision ensues, is NOT cause to destroy a civilian’s car.

-Any weapon used in a crime can be taken as evidence.

-Taking weapons or police vehicles over when you switch from cop to civ is not allowed

-During a routine traffic stop; police should never search a civilian or ask a civilian to put their hands up.
*Tickets can be given by pressing E even if the recipient's hands are not up

-Cops may not camp the bank, gang areas or gas stations. They may patrol these areas but may not stay for an extended period of time
-Only vice units may camp drug sell points.
-Cops may NOT check for gun license of unwanted civs outside of a town, unless the civilian is operating the weapon unsafely by firing across a roadway or firing towards buildings. If a civilian operates a licensed weapon unsafely they should be written a ticket for 2k, if the civilian continues the weapon should be seized.

-The coast guard (cops in boats) may stop and search any boat and its occupants at any time. Cops who are not using boats may not search a civs watercraft without probable cause
-The coast guard (cops in boats) may kill a civ that is fleeing in a watercraft. However, they must give the civ fair warning and enough time to stop before they kill him
-Cops may restrain civs for their own safety if they feel their lives are in danger. (Does not mean they can restrain a Civ on every traffic stop)
-Cops may search any civ and vehicle at any manned bar-gate.
- The sheriffs should patrol outside of town and respond to calls anywhere they are needed. However, they may patrol anywhere.

-When a civ is restrained and put into a car to be taken to jail, the police must tell the civ what the charges are, under extreme circumstances (e.g. Unsafe area) these charges can be told in jail
-Police may not buy or drive any type of sports car (unless approved for use only as a bait car by an admin) A sports car is defined as any car that is bought at any of the sports/special car shops (admins/instructors are exempt)

-The police may check any vehicle that is parked in a brothel for hookers.
-The firearm dealers are legal shops and a civ being near it is not a reason to search them
-The Police may only arrest civilians who own hookers if the hookers or the pimp are in an active brothel. Hookers are not considered illegal if the pimp and the hookers are outside a brothel
-If a civilian is found inside a brothel the police may search the area for prostitutes. The hookers may be freed if the pimp was found in the brothel

-The cops may only execute a search warrant and break down a civs door if they are wanted for a violent crime or if a fugitive is using the house to hide

-Cops may not buy or use any of the weapons or ammo that can be purchased at the firearms dealer

-All Police(exempt: IA) must store lethal long guns in their vehicles at all times unless needed for emergency

-Only deputies may drive sheriff vehicles
-Only the K9 officer and sergeant may purchase the K9 Tahoe
-The K9 Officer MUST have a dog at all times
-Only vice may use vice guns, only swat may use sobr guns and sobr vehicles.

-The sergeant may use any weapon or vehicle available to the cop side
-All police must listen to the sergeant's orders
-Admins may use any weapons on cop team
-Internal affairs may not be corrupt or break any laws/rules in any way, unless it is a politically motivated action aimed at regime change.
-If a police pilot is online they must be the only cop flying. If he cant afford an aircraft then they should play another role until they can
-The police pilot must be flying and may only exit their aircraft to briefly help on the ground
-Only swat and vice may use assault rifles other than the patrol ar15
-If the cop to civ ratio is unfair some cops may be asked to switch to civ to balance the server

Police Corruption
-Police Corruption is not allowed unless there is an Internal Affairs Officer Online
-Some forms of police corruption are allowed and would be dealt with in game by the internal affairs officer and the rest of the police force. Others are not and will result in a ban.
-If internal affairs and/or the rest of the cop team are trying to apprehend or kill a corrupt cop, the corrupt cop may kill any and all police officers until they die or are arrested.
-Once a corrupt cop is killed or arrested, the corrupt RP is OVER and they may not act against fellow officers until IA comes after them again for something else.
-Cops may be corrupt in any way that involves them "looking the other way," consciously not doing their jobs, or passing information to criminals. In general, police may not actively do a criminals job directly...
-Police may not transport drugs on behalf of civilians or for profit, but police may seek to possess drugs for personal use.
-Police may release civilians from jail for money, but if they do so THEY MUST USE THE TILDA KEY method, use of any other method will result in a ban.
-The ONLY truly criminal job that cops may perform DIRECTLY is to be an escape or "getaway" driver for civilians.
-If you are unsure whether or not a specific kind of corrupt action is simply illegal or is actually against the rules, ASK AN ADMIN BEFORE DOING IT. Remember, an admin cannot use any questions you ask in ts against you in game.
-Once a corrupt cop is either killed or apprehended, the chief of police OR Cop 1 can require them to go civ for the rest of the round. This is not optional and failure to obey when you have been "fired" is a violation of server rules.

Laws and Tickets
-All silenced weapons are illegal for civs to have or own. If a civ is found with one the weapon must be taken and they have to be fined 5k.
-The assassin license is only to buy the weapons at that shop, it doesn't give anyone any special ability or permissions. The silenced weapons bought at that shop are illegal at all times, even with an assassin license or gun license.
-The weapons fee require to buy civilian rifles is not a license.
-All concealable Automatic weapons are illegal

Nonviolent/violent Crime List
NONVIOLENT CRIMES
Any Crime where nobody is hurt, no major damage is done to possessions, and no weapon is used to commit the crime
VIOLENT CRIMES
Any crime where someone is hurt or a weapon is used while committing the crime.

Fines & Jail Time

TICKETS:
Most tickets should be around $1000-$2000. For any other ticket...use your best judgment and be fair

For drivers that have more than 2 traffic violations these traffic laws are subject to as much as twice
the posted fine amount.

If a civ commits 3 traffic violations in the same vehicle that vehicle can be impounded and the civ can be arrested for a min or fined up to 10k

Jail Times
Jail times don't stack. As a general rule of thumb, it should be the most severe crime plus 2 min for every further offense
-2 min per slave/prostitute
-2-3 minutes alcohol in your inventory while driving
-3 Min Attempted Hit and Run
-6 min for evasion
-3 Min Running Roadblock
-4 min for gas station robbery
-4 min for auto theft, 5 min police auto theft
-6-7 min for a murder & attempted murder
-8-10 min for murder of a police officer, completed or attempted
-8-15 min for 2-3 murders
-15-25 min for murder of more than 3 police officers
-8 Min for bank robbery
-10 Min for having explosive weapons
-15-30 min for terrorism (IE. bombing, check point attacks, driving armed vehicles)
*Admin approval is only required if you are putting someone in jail for breaking the rules. Players can be arrested for up to 30 min without admin approval as long as they deserve that amount of jail time. (For example, you don't need to get admin approval to put someone in jail for 30 min if they killed 15 people.)

TS and communication rules
-Once you have died (for any reason) you may not give out any information about what happened before you died on TS or in game. Even when you respawn it is considered a new life and you may not report what happened before you died or while you were spawning. On many servers, this is called the New Life Rule or NLR.
-Talking over game chat or TS after you have died is discouraged. But as long as you do not give out information it is not against the rules. For example, saying "nice shot" is OK but saying "the shooter is on the 2nd story of the bank" is against server rules.
-Fire fighters must be in the FD channel, no other channel
-Cops must be in cop channels, civs must be in civ channels.
-Once a player is unbanned or their temporary ban expires, they may not play as a cop for 1 week
-Asking players to leave the game/ts for another server and giving out server info on our servers is not only not allowed, but its very rude and disrespectful. If a player is caught doing that they will be punished accordingly

ga I'm gonna read through all rules and post what I think should be modified, in a addition I think it would be wise to create admin rules, that do not carry consequence if not followed, however, if breached, the punishment towards the player punished will be reduced or increased accordingly.

Additional things like certain amounts of warning and protocol could be put in place to help players know if they have done something wrong and whats going to happen next...

EDIT: As you can see below, I have reposted the rules as I think they should be, and I think they reflect EC's philosophy. In addition to that, I can make some admin "guidelines" like I said before, I just need to know if you guys would like them.

ZIP-TIE RULES
-If you are zip tied you must roleplay as though you are restrained; the same rules and practices that apply to being restrained by the police also apply if zip tied by civs.
-Do not zip tie civs in the green zone for any reason.
-Zip tying is illegal and is considered a hostage taking.
- Possession of zip ties is a felony and should be punished severely by police.

General Rules
-Admins have final say in game, if further questions/complaints are required, contact another admin on TeamSpeak.
-Do not use global chat to complain about another player. Report the incident on the forums or speak to an admin on TeamSpeak.

-If you want to disconnect from the server but are in the process of being stunned, restrained, or transported these rules must be followed...
IF you have a bounty: You may not disconnect until you have been actually booked into jail.
IF you do NOT have a bounty: You may not disconnect while inside a police vehicle.

-We encourage all players to use the same nickname every time they play. Before changing your in game name, you must post your new nickname in the name change forum section.

New life rule:
-If you're killed by a civ in a rival gang or a police officer, you get a new life. If you die by any other means you are still wanted after your death and do not get a new life.
-You may not report any crime when you are dead or any crime that you saw in a previous life. Once you are dead, you cannot give out any information over game chat or TS. This is called "Ghosting"

-From the time you're restrained to the time you're arrested, LIGHTERS/LOCKPICKS, BOMBS and weapons are PROHIBITED to use. If the police forget to take the weapon out of your inventory or don’t ask you to drop it, you may use it AFTER you have been arrested.
-Once you have been restrained, you must follow the orders of the officers unless they go too far away and you are auto freed. You may not run away, get into vehicles, etc. until you are arrested or all nearby officers are killed.
-Re-spawning while restrained or being stunned, or to avoid capture in any way is cheating and will be punished accordingly
-Getting into/out of vehicles while stunned or restrained is exploiting and will be punished accordingly

-Once you have been stunned or restrained by the police you may not commit suicide by hitting respawn.
-Intentionally running over any other player, cop or civ, is not allowed. Ramming other players' vehicles is not vehicle DM. Civs may not intentionally run over cops and vice versa. If someone is run over by accident the driver must comp the civilian. The victim must be on foot in order for it to be vehicle DM
-REMOVING GUNS FROM ANY CAR OR HIDEOUT THAT YOU DONT OWN OR LOCKPICK is against the rules. (If a police officer has the right to search a hideout or vehicle, they do not need to use lockpicks to search it or remove any weapons/items from it as long as it's within the rules)
-Civs may never rob each other or take each other hostage inside the green zone at civ spawn. However, civs may rob or attempt to capture police anywhere including the green zone
-Hacking, exploiting or glitching will result in a ban

Balancing & Fairness:
The following rules were created to make the game more enjoyable for everyone. Having too many first responders and not enough civilians is not fun for anybody. A good ratio makes the game more enjoyable for everyone, especially the players who enjoy playing as a first responder (Fire fighters & Police):

-The "2 to 1" rule. There must be 2 civilians (Excluding Fire fighters) for every police officer that is online. Joining the police team if this ratio is already met is not allowed. However, you may join civ side if there is less than the required amount of officers. (If there is an uneven amount of civs, the number of cops should be rounded down. For example, if there are 23 civs there should be 11 cops at the most, not 12.)

-If there are less than 25 players on the server, there may only be 1 firefighter playing at a time. Civ40 may not be used unless there are 25 players.

-There may not be more than 5 civilians in a gang/gang channel and gangs may not work together unless they are teaming up against another civ gang. The gang members must be in a gang channel and may not be in the channel with non-gang members.

Gang Rules
-Gangs should not fight each other unless war has been declared between the gangs. (Gang leaders can only declare a verbal agreement to a gang war. However, there are other ways to start a gang war. If only one leader wants a gang war but the other leader does not, the war must be initiated in another way. See the next rule)
-Neutralizing or capturing another gang's gang area, killing/attempting to kill or stealing from another gang are considered declarations of war.
*That does not give players the right to kill enemy gang members when they are unarmed, unless they are in a gang area
-A gang member can't kill a member of another gang if they are unarmed (unless in a gang area)

-If anyone is in a gang area that you own or a gang area that you are trying to capture, you may kill them (except firefighters)
Death Matching

-Death matching is killing without reason. For example, looking for cops to kill just to kill them, or if a civ kills another civ for no legitimate reason. Civs and cops should only get into firefights for reasons relating to crimes.
-Terrorism is not an excuse for Death matching
-Remember that although sometimes your death may seem like a deathmatch, there may be a legitimate roleplay reason or mistake behind it. ALWAYS talk to the person who killed you before consulting an admin.

Fire Department (Tow/EMT/Firefighter combined)
-The firefighter is a neutral player who’s only goal is to heal the injured, respond to calls of help or tows and to impound illegally parked vehicles
-To play as a firefighter you must be in our TeamSpeak with a working mic.
-Fire fighters must stay in the Fire Department channel

-Fire fighters may not be killed or robbed by anyone at any time.
-Fire fighters may not enter gang areas or the hostage area unless called there
-You may not use any fire department vehicle in a crime
-You cannot have a weapon while playing as a fire fighter
-Fire fighters may not be part of a gang, involved with gang activity or bias towards any faction or group

-Fire fighters MAY NOT spot for cops
-Fire fighters MAY NOT be taken hostage
-Fire fighters must respond to any call for medical help, even to criminals
-Fire fighters MAY NOT be governor

-Purposely Killing a Fire fighter or destroying a fire department vehicle on purpose will result in a 25 minute jail time

-Stealing a fire department vehicle is not allowed
-If you no longer wish to play a fire fighter you must switch player slots and you must sell any fire department vehicle you have back to the shop
-When driving as a fire fighter, YOU MAY NOT break any traffic laws unless you are going to a call. When going to a call, you must use the light bar to ignore traffic laws just like the cops.

-YOU ARE NOT A COP. DO NOT get involved in chases, do NOT get in the way of cops when they are trying to deal with criminal activity, and do NOT attempt to use your vehicle to cut off fleeing civilians.

-Fire fighters must ask the owner before impounding a legally parked vehicle
-Cars parked illegally (in the middle of the street, blocking a driveway, etc.) may be impounded at any time but the Fire fighter should let the owner of the vehicle know
-The Fire fighter cannot just drive around impounded any legally parked but unattended vehicle
-Fire fighters pay double the normal amount for their traffic violation tickets
-Fire fighters can only own 1 fire truck at a time
-Fire fighters must put out fires before going to another call

-Fire fighters may not report anything they see or hear. They cannot call 911


ROLE PLAY
-It is illegal for civilians to be inside the police compound walls. Loitering near the station after being asked to leave is also illegal. Both punishable by 1-2 min in jail
-Stealing police vehicles from inside the police compound is not allowed
-Any civilian who steals a police vehicle may have lethal used against them
-civs may steal police stun weapons. They may only have a stun gun in their gear if they stole the weapon from the police without breaking any rules, if they have no stun ammo in their inventory and if they did not go cop, drop the weapon and switch to civ.
-All civilian armed vehicles are illegal everywhere

-Any civ who is in the water and is stunned by the police must comply with their commands and RP as if they were restrained (If the officer that tased them is killed, you no longer have to RP as restrained)

-Stealing vehicles from others as soon as the vehicle spawns is against the rules
-Speed limits are: 60kph in town and 90kph outside of town.
-Having alcohol in your inventory is illegal while driving. If a civ is found with alcohol
while driving any type of vehicle they may be sent to prison for 2-3 minutes.

-Weapons must be holstered inside the city. If a civ has an unholster’d LICENSED weapon in the city and is not using it
in a crime the cops may take the weapon away and give a 3k fine, jail time is not appropriate.
-Weapons that are unlicensed but not being used in a crime, a 5k fine. Jail is not appropriate

-Civs can be an informant for police and vice versa. That does not give the informant the right to join another TeamSpeak channel. The informant must use a mobile phone or meet his contacts in game. Anything the informant hears in TeamSpeak cannot be told to someone else. The informant must see the act they are reporting or be told about an event that is going to happen through game chat

Paintball Park
-Do not Exploit/Remove the paintball guns from the park
-Civs may not Rob/Stun or kill inside of the paintball park
-Paintball guns may only be shot inside of the actual field, not in the shop or the viewing area surrounding it
-Players must roleplay inside the paintball park. (For example, make teams, have a referee, if you're shot stay out of the match until the next one begins).
-Randomly shooting other players with a paintball gun is not allowed.
-Intentionally firing paintballs over the fences to hit someone or something out of the Paintball Park is not allowed
-Only civs may plaint paintball. Cops may never enter the park and firefighters may only enter if they are called in and must leave as soon as the call is handled
-Any civ who has committed a crime/is wanted may not enter the paintball park

Aircraft
-There is NO no-fly zone. However, if you are hovering over buildings like the bank or cop base, cops may warn you to get you out of the area, and if you don't leave, you may be shot down

-Choppers may only land on helipads and planes on runways
-Civilian aircraft are never permitted land inside city limits (not on a helipad/runway) unless given permission by the police chief.
-If a civ aircraft is permitted to land in city limits or at a special location not marked by a helipad or runway the police may check the pilot for an air license. If the pilot does not have an air license the aircraft must stay grounded until the pilot can show the proper license to police. (Police may disable aircraft, but not destroy it, must have large repair kit in hand)
-If a civ aircraft lands outside of city limits or on a helipad/runway, police may not check the pilot for his air license

-If a person who is wanted for any crime is flying they will be asked to land (even if they are outside of city limits) if they do not land the aircraft may be shot down by police.
-Police may shoot down any armed aircraft at any time. Armed aircraft are ALWAYS illegal for civs to own.

-Pilots may only lift vehicles that they have keys to or have the owners permission
-If a pilot attempts to use the sling as a weapon in any way, the police may use lethal and take that chopper down (a warning should be used first)

Governor/Police Chief

Governor

-The governor may adjust speed zones plus or minus 20 mph
-The governor may make drugs legal to use, but not to sell. Whaling may not be legalized.
-The governor may not legalize prostitution
-The governor may pardon only NON-violent crimes with a bounty of 30k or less. The governor cannot pardon himself or his guards/staff
-The governor may disallow voting or restrict access to the voting terminal. The police must comply (Expect to be shot!)

-The governor may declare a violent criminal or gang as an Enemy Of the State (EOS). However, this may not be set as a law, instead, the police must set it under ORDERS from the governor.
-EOS status, like all other wanted status is reset upon death, and may not be re-targeted without reason

-The governor and his guards must be civilians who are on TeamSpeak using their mics and must be in the governor/guard TS channel

-The governor may only have up to 2 bodyguards
-If the governor has one or more bodyguards, the governor may only possess a semi-automatic handgun. Only the bodyguards may be armed with automatic weapons.
-The governor may not be in a gang or commit any type of crime when in office.

-Cops may not be the governor.
-Fire fighters may not be the governor.

-Threats toward the governor may be considered a violent act
-The governor must sell his limo back to the shop if he is no longer in office
-The governor may only be killed with a legitimate reason. He may not be killed just for being the governor. For example, if the taxes are too high, or their laws are against you and the governor won't comply with your demands, you have the right to kill them

-The Police must enforce any law created by the governor unless that law has been abolished by an admin
-The police cannot take it upon themselves and decide weather or not to enforce the laws made by the governor. If the police break these laws they can be kicked or asked to go civ
-Laws created by the governor must still be enforced regardless of whether or not he/she is still in office.

POLICE CHIEF
-A police chief can be voted or appointed by an admin.
-The police chief's job is to represent the police department and respond to any accusations of police misconduct and to tactically organize the other officers
-Cop1 (the sergeant) always overrides the police chief. (Only if something the police chief does or orders is against rules).


Terrorism/Bombing
-Terrorism is an occasional bomb or coordinated attack. Terrorism IS NOT shooting a cop in the back with a revolver.
-Terrorism is no excuse for death matching, but it can be good role play


-Intentionally crashing an aircraft is not allowed at any time or for any reason

-Terrorists can: attack a manned checkpoint at any time, take over a town (must be announced, they may only kill armed players), transport armed vehicles via ferry, etc. This is still ILLEGAL

-Terrorists cannot: sit at the cop base entrance for no reason and kill cops at random, go around killing unarmed players.

Threat to Life/Bank or Convoy Robbery

A threat to life is:
-Someone who is shooting at you
-Someone who is not looking at you, or driving away from you, is not a threat to your life, In this case, you should attempt to follow the person or stun them.
-If someone is wanted for murder the police may use lethal on that person even if they are fleeing
-If the person/s have a weapon unholster’d not looking at you, you should tell them to drop it first

-Police may use lethal during bank robbery or convoy robbery if the identity of the suspect is confirmed
-Civilians with an unholster’d weapon on gas station/bar/pharmacy property or in the immediate
vicinity of the bank can be arrested without warning.

-If the identity of the bank or convoy robber is confirmed and he is caught he must pay a ticket for the exact amount of money stolen. If a civilian refuses to pay a ticket of the appropriate amount it is considered a SERVER RULE VIOLATION and should be reported to an admin immediately. After the ticket is paid, the civilian should still be arrested and charged with the crime they committed.
-If the police are 100% sure about the identity of the convoy robber and they catch him the civ must give the cops all the money in their inventory and car. Also, if the identity of the convoy is known, the police are allowed to use lethal even if the robber is not endangering anyone's life

Police Rules and Searches
- The only people who can use the stinger on the police team are SWAT officers.
- The stinger may only be used against aircraft
-Cops MUST HAVE A NON LETHAL WEAPON or a weapon that has both stun and lethal ammo. (Admins & Instructors are exempt)
-LETHAL FORCE SHOULD ONLY BE USED IF YOUR LIFE IS IN IMMEDIATE DANGER (however there are occasions where lethal may be used even if your life is not in danger. E.g. a suspect who is wanted for murder may be killed at any time if uncooperative)

-COPS MAY NEVER RANDOM SEARCH. An officer must have probable cause to search. (IE. Searching a civ that was near the bank while the bank was being robbed)
-Places where cops can search a civ: At the scene of a crime, if a civ is found out of their vehicle IN or WITHIN 50m of a drug field, or if a civ is out of their vehicle at a drug sell point. The police may search all occupants of a vehicle that is found to contain a person wanted for a felony.
-Police are not allowed to search civs when, civs are not wanted but have been seen going to or coming from a gang area, or assassination camp.

-Cops may fire upon a vehicle that has attempted to hit them, if taking fire or vehicle has a murder suspect.

-Cops must obey traffic laws, unless responding to a call. Police must have their lights and sirens on for legitimate reasons in order to speed.

-If a vehicle is illegally parked or blocking an area they must ask the civ to move it, if the civ does not move the vehicle the police can request that the ESU impound it without compensation to that civ.

-Any vehicle used in a crime must be impounded. Police may never destroy an unarmed civilian vehicle UNLESS the civilian intentionally uses the vehicle to block the convoy or VIP, or to ram police vehicles. Simply evading the police, even if a collision ensues, is NOT cause to destroy a civilian’s car.

-Any weapon used in a crime can be taken as evidence.

-Taking weapons or police vehicles over when you switch from cop to civ is not allowed

-During a routine traffic stop; police should never search a civilian or ask a civilian to put their hands up.
*Tickets can be given by pressing E even if the recipient's hands are not up

-Cops may not camp the bank, gang areas or gas stations. They may patrol these areas but may not stay for an extended period of time
-Only vice units may camp drug sell points.
-Cops may NOT check for gun license of unwanted civs outside of a town, unless the civilian is operating the weapon unsafely by firing across a roadway or firing towards buildings. If a civilian operates a licensed weapon unsafely they should be written a ticket for 2k, if the civilian continues the weapon should be seized.

-The coast guard (cops in boats) may stop and search any boat and its occupants at any time. Cops who are not using boats may not search a civs watercraft without probable cause
-The coast guard (cops in boats) may kill a civ that is fleeing in a watercraft. However, they must give the civ fair warning and enough time to stop before they kill him
-Cops may restrain civs for their own safety if they feel their lives are in danger. (Does not mean they can restrain a Civ on every traffic stop)
-Cops may search any civ and vehicle at any manned bar-gate.
- The sheriffs should patrol outside of town and respond to calls anywhere they are needed. However, they may patrol anywhere.

-When a civ is restrained and put into a car to be taken to jail, the police must tell the civ what the charges are, under extreme circumstances (e.g. Unsafe area) these charges can be told in jail
-Police may not buy or drive any type of sports car (unless approved for use only as a bait car by an admin) A sports car is defined as any car that is bought at any of the sports/special car shops (admins/instructors are exempt)

-The police may check any vehicle that is parked in a brothel for hookers.
-The firearms dealer is a legal shop and a civ being near it is not a reason to search them
-The Police may only arrest civilians who own hookers if the hookers or the pimp are in an active brothel. Hookers are not considered illegal if the pimp and the hookers are outside a brothel
-If a civilian is found inside a brothel the police may search the area for prostitutes. The hookers may be freed if the pimp was found in the brothel

-The cops may only execute a search warrant and break down a civs door if they are wanted for a violent crime or if a fugitive is using the house to hide

-Cops may not buy or use any of the weapons or ammo that can be purchased at the firearms dealer

-Only deputies may drive sheriff vehicles
-Only the K9 officer and sergeant may purchase the K9 Tahoe
-The K9 Officer MUST have a dog at all times
-Only vice may use vice guns, only swat may use sobr guns and sobr vehicles.

-The sergeant may use any weapon or vehicle available to the cop side
-All police must listen to the sergeant's orders
-Admins may use any weapons on cop team
-Internal affairs may not be corrupt or break any laws/rules in any way, unless it is a politically motivated action aimed at regime change.
-If a police pilot is online they must be the only cop flying. If he cant afford an aircraft then they should play another role until they can
-The police pilot must be flying and may only exit their aircraft to briefly help on the ground
-Only swat and vice may use assault rifles other than the patrol ar15
-If the cop to civ ratio is unfair some cops may be asked to switch to civ to balance the server

Police Corruption
-Police Corruption is not allowed unless there is an Internal Affairs Officer Online
-Some forms of police corruption are allowed and would be dealt with in game by the internal affairs officer and the rest of the police force. Others are not and will result in a ban.
-If internal affairs and/or the rest of the cop team are trying to apprehend or kill a corrupt cop, the corrupt cop may kill any and all police officers until they die or are arrested.
-Once a corrupt cop is killed or arrested, the corrupt RP is OVER and they may not act against fellow officers until IA comes after them again for something else.
-Cops may be corrupt in any way that involves them "looking the other way," consciously not doing their jobs, or passing information to criminals. In general, police may not actively do a criminals job directly...
-Police may not transport drugs on behalf of civilians or for profit, but police may seek to possess drugs for personal use.
-Police may release civilians from jail for money, but if they do so THEY MUST USE THE TILDA KEY method, use of any other method will result in a ban.
-The ONLY truly criminal job that cops may perform DIRECTLY is to be an escape or "getaway" driver for civilians.
-If you are unsure whether or not a specific kind of corrupt action is simply illegal or is actually against the rules, ASK AN ADMIN BEFORE DOING IT. Remember, an admin cannot use any questions you ask in ts against you in game.
-Once a corrupt cop is either killed or apprehended, the chief of police OR Cop 1 can require them to go civ for the rest of the round. This is not optional and failure to obey when you have been "fired" is a violation of server rules.

Laws and Tickets
-All silenced weapons are illegal for civs to have or own. If a civ is found with one the weapon must be taken and they have to be fined 5k.
-The assassin license is only to buy the weapons at that shop, it doesn't give anyone any special ability or permissions. The silenced weapons bought at that shop are illegal at all times, even with an assassin license or gun license.
-The weapons fee require to buy civilian rifles is not a license.
-All automatic weapons are illegal for civilians to own

Nonviolent/violent Crime List
NONVIOLENT CRIMES
Any Crime where nobody is hurt, no major damage is done to possessions, and no weapon is used to commit the crime
VIOLENT CRIMES
Any crime where someone is hurt or a weapon is used while committing the crime.

Fines & Jail Time

TICKETS:
Most tickets should be around $1000-$2000. For any other ticket...use your best judgment and be fair

For drivers that have more than 2 traffic violations these traffic laws are subject to as much as twice
the posted fine amount.

If a civ commits 3 traffic violations in the same vehicle that vehicle can be impounded and the civ can be arrested for a min or fined up to 10k

Jail Times
Jail times don't stack. As a general rule of thumb, it should be the most severe crime plus 2 min for every further offense
-2 min per slave/prostitute
-3 Min Attempted Hit and Run
-6 min for evasion
-3 Min Running Roadblock
-4 min for gas station robbery
-4 min for auto theft, 5 min police auto theft
-6-7 min for a murder & attempted murder
-8-10 min for murder of a police officer, completed or attempted
-8-12 min for 2-3 murders
-15-25 min for murder of more than 3 police officers
-8 Min for bank robbery
-5 Min for having explosive weapons
-10-15 min for terrorism (IE. bombing, check point attacks, driving armed vehicles)
*Admin approval is only required if you are putting someone in jail for breaking the rules. Players can be arrested for up to 30 min without admin approval as long as they deserve that amount of jail time. (For example, you don't need to get admin approval to put someone in jail for 30 min if they killed 15 people.)

TS and communication rules
-Once you have died (for any reason) you may not give out any information about what happened before you died on TS or in game. Even when you respawn it is considered a new life and you may not report what happened before you died or while you were spawning. On many servers, this is called the New Life Rule or NLR.
-Talking over game chat or TS after you have died is discouraged. But as long as you do not give out information it is not against the rules. For example, saying "nice shot" is OK but saying "the shooter is on the 2nd story of the bank" is against server rules.
-Fire fighters must be in the FD channel, no other channel
-Cops must be in cop channels, civs must be in civ channels.
-Once a player is unbanned or their temporary ban expires, they may not play as a cop for 1 week
-Asking players to leave the game/ts for another server and giving out server info on our servers is not only not allowed, but its very rude and disrespectful. If a player is caught doing that they will be punished accordingly

remove possesion of zipties as a felony, they should only be used as additional evidence in the event of a violent act. Zip ties are used everywhere, not just for tying people up, so for the sake of roleplay...

First -It is illegal for civilians to be inside the police compound walls. Loitering near the station after being asked to leave is also illegal. Both punishable by 1-2 min in jail.
I think you should be able to hang around the police station as much as you want.

I do not believe police should be allowed to use any lethal force unless lethal force is used against them.

-Intentionally crashing an aircraft is not allowed at any time or for any reason
I think you should be able to crash airplanes as a terrorist.

I think you should be allowed to do hit and runs.

Lighters,lock-picks, and zip ties should not be illegal.

I do not think it should be illegal just to stand around certain places.

Thats about it that I can think of.

I think you should be able to hang around the police station as much as you want. - The rule that said u couldn't steal police cars in police station was removed. I also want to work with something that allows players to hang around the front lobby or something of police, but illegal to go in certain areas of cop base.

I do not believe police should be allowed to use any lethal force unless lethal force is used against them. - If you looked, it was changed to cops must use the use of force continuum clause. I never liked this one either.

-Intentionally crashing an aircraft is not allowed at any time or for any reason - Without this rule, it gets very out of hand and destroys buildings that are important, messes up sell points, buy points and all sorts of problems. We are going to add in arson kits though.

Loitering is not always illegal and really depends on local laws.

The inside of the police base(any where inside the gates) should be illegal.

You should be able to destroy certain buildings and prevent people from using them with crashing air planes.

I do not see how running people over can cause things to get out of control if you have the right amount of cops. Since it clearly says who killed who when you do it.

Also when you say role play when your restrained it should not mean automatically complying with police and being forced to do what they say. Even if your handcuffed in real life you can still run from police quite easily.

However once inside the police vehicle you should not be able to get out once locked. If I get restrained by police chances are I am gonna run even with handcuffs simply to avoid arrest. If cops are stupid and restrain you inside a building or something that is there problem and they shouldn't have done that.

There is no handcuff script that allows u to move with hand cuffs, so we have to improvise.

Jaydog, these rules are here so that we can simulate more of the real life things that otherwise would happen all the time, in this game, your life is not meaningful, and as such you are willing to do crazy and stupid things. thats why these rules are in place, so it doesnt get out if hand.

Nuke, life is always less meaningful in a game. The whole reason you should ever want to do stuff that's crazy and stupid is because you cannot do it in real life. Why would I play a game thats exactly like real life where I cannot be stupid and be a serial killer. It ruins the fun if I am not suppose to be reckless with how I play. If anyone can explain why I should play a mod thats basically what I could do in real life, where I am not suppose to be stupid and crazy please explain why.

Knight like I said before if your handcuffed in real life its still possible to run from cops. Cops should be ready to stun people if they start to run. If I choose to run from cops thats there problem to deal with I should not be kicked simply because I was exercising my right to choose how I respond to a situation. If this is suppose to be a life mod why are you trying to limit my choices that I have. In real life I can make any choice I want even if that is becoming a rapist. Choices is really the only thing fun about a life mod and your trying to take those choices away.
